Allows error reporting for services and applictions running in non-standard environments. BlackViper.com adds this: Calls home to Microsoft when application errors occur. I personally do not like this. I feel it is a waste of memory and resources. On the other hand, if you are experiencing system crashes often, the best way to deal with them is to report them using this tool.
